break them into smaller, more manageable groups and put the ones who display leadership skills in charge. (one good idea is to let them name their "teams") give them very specific instructions and time tables for what, where, when, and how things are to be done. post schedules and make assignments. establish a meaningful reward and punishment systems early on and adhere to it without exceptions.
it's a lot like running a camp for kids. when they see you don't know what you are doing, they will move in for the kill and display poor behavior. kids need rules and routines to feel secure. being orphaned leaves them exposed and vulnerable...

Dear lady, God bless you first of all. You have got a BIG challenge ahead of you, you will be continually in my prayers. Here are my suggestions. You must first lay down the law to these kids. You need to be benevolent and meek to these kids, but you have got to let them know who is in charge. Have some rules from them to follow such these:
1.) Clean up after you leave a mess.
2.) No hitting or rough-housing
3.) No swearing
4.) Be responsible for your buddy (I'll explain later)
5.) Do your own chores (I'll explain later)
6.) Keep your own area/room clean.
You can add on however you like. You have to have some consequences if they brake your rules. I would suggest swatting, but it is probably not allowed. Take away some privelages or reward. They cannot play basketball in the courtyard, they cannot swim in the pool, can't have dessert, time-out or, something . YOU CANNOT DO THIS BY YOURSELF!!! Give an older child, the responsibility to look after another child (The buddy system.) This helps the older child be a more responsible and mature person. Give them some responsibilites about the younger child. They can help them brush their teeth, do their homework, look out for them when your not around, and whatever else you instruct them. Age does matter, but can vary. I suggest say 10 over 4 or (preferrably something like this) 12 over 8. It really comes down to your own judgement, I honestly cannot say. I seriously recommend using the buddy system. Appoint to the children some chores. Some children can do dishes, some can do laundry, some can do vacuming, some can do whatever you feel must be done around the orphanage. Switch up the chores so that it won't be so burdensome and boring to them. You must let them know that they have to pick up after themselves. If they don't, correct and punish them. If you don't, they will not respect your authority and do as they please. I wish you all the luck in the universe. I SERIOUSLY RECOMMEND THIS AS WELL!!! Get a TV if you don't have one, and get these short 30 minute or so movies call Veggie Tales. Those are excellent cartoons for kids. You watch. I guaruntee they will love those cartoons and ask you if they can watch it. Remember, Veggie Tales. You must have such a wonderful heart to help these kids. The world needs more self-sacraficers like you.I will pray that God grants you the strength emotionally and physically to run an effective orphanage. God Bless you.
"When you pass through the waters, I will be with you; And through the rivers, they will not overflow you. When you walk through the fire, you will not be scorched, Nor will the flame burn you." Isaiah 43:2

Idon't think that I can solve your problem totally but believe me, although I am a kid but I am sure that some kind and good words towards them will help you and do explain them why not to do what they are doing and how those things are pulling you into troubles.
