Well, if you believe in Christianity, then god gives you free will but tries to guide you, but you choose your own path.
You assume that god said "this one will be an atheist, and will burn in hell".
When in fact it could be that god just created a human, put the human on a material plane with other humans, and let you grow and learn.
Many things might create an atheist other then god pre-programming for that. Your experiences with other humans, your schooling, your own personality traits and flaws might attract a certain philosophy, regardless of the truth.

Knowing something would be doesn't mean god decided it would be - it just might mean the entity known as god is outside of our time constraints and therefor knows what you will be exposed to and choose, and it's still your fault.

God did not create "Atheists". He did not say, "you know what? Today I am going to created a whole group of people to talk bad about me, ridicule my believers, etc and then I'm going to condemn them to hell!"
I hope you can see the ignorance in your question - God created all people equally... and therefore, everything EVERYTHING people do after their creation is THEIR choice! God does not wish that any should perish - God did not create all the millions of different religions, God created the Bible and people interpretted it differently.
What the world is today, is what we as a people have made it.. don't blame this mess on God.

You seem to base your beliefs on your not understanding God or His Word. When it comes to God and His Word, ignorance is NOT bliss. First of all God never created atheists! God created humans equally and out of equal love for all. He then created in us humans a void so that we would search for truth and find it in His Son Jesus who is The Truth, the Way and the Life. Scripture says that "All who find it shall be set free". If by deception by satan you doubt or deny God/Jesus and are then an atheist, this is CHOICE. God gave all of us an opportunity to choose life thru Him. God wants that no man should perish and go to hell, but that we should all have life and have it abundantly in this life and hereafter with Him in Heaven. Read His Word and pray. Do not let ignorance of His Word, misunderstandings and satan's deceptions and lies thru men, etc be your excuse if you are judged and end up in hell. God did not give us a boat without a paddle. That paddle is Jesus who will steer your boat in the right direction. If you choose to refuse the paddle, then your boat will go in all directions and you will be lost forever. In Jesus' love forever

This is an interpretation of Descartes' argument in The Divine Meditations.
Evil and negative acts are not a result of some negative being that counterbalances positive being, but result rather from a lack of being. In being supremely good, God must also have infinite being and infinite power, since these are associated with goodness. An act of deception is an act of falsity, and falsity deals with what is not. Thus, by Descartes' reasoning, God cannot be a deceiver since he is supremely real and does not participate in any way in nothingness. People, on the other hand, are understood by Descartes to have finite being, and that their lack of infinite being implies that they also participate in nothingness. If there were a line, with God as absolute being on one end, and nothingness and evil on the other end, humans would be somewhere in the middle. Our ability to make errors or erronious judgements comes to us insofar as we participate in nothingness rather than in God.
-Atheists are somehow, according to this argument more inclined to the nothingness and errors, and God, has nothing to do with these human actions. I guess the concept of free will also applies here. But Descartes' argument is made from assumptions and "circular reasoning" so it's B.S.

Good Night.

Because people are judged on their actions, not their beliefs. Read the parable of the good Samaritan. In it, three people are described. The Priest, the Levite, and the Samaritan. The message is clear - the Samaritan who aided the injured traveller, even though he was an enemy, was judged a better person than the two who put their beliefs before helping others.
A good atheist is better than a bad Christian.

If God does exist, he created man to have free will. Not allowing people to think the way they see fit would be contradicting himself.

maybe to gvie them a chance to repent. in Islam, when someone dies, he sees two places in his grave, he sees his place in paradise where he is going to (if he was a good believer) and his place in Hell if he hasn't done what he has done.

also he wants people to find the true way, just like how prophet Abraham found his God. faith should not be about inherited believe or because your parents are following a certain believe, but because you truly believed that he is one. so it dsoent' matter if you are muslim, christian or jewish or any other faith. believing is something different.

It doesn't make sense because they don't end up in hell

It's all logical - a proof-of-concept model for atheism...

“Yes, it all makes sense now! God is always right. God made atheists. Therefore, atheists are right.” -- Unkn.

Same reason he created 10,000 different religions and 33,000 different branches of Christianity ...

Wait, I don't know WHY he would do that --- seems crazy to me.
