I believe you are asking about impotence. Impotence is physiologically caused by inadequate blood entering and being retained in the penis. Both physiological or psychological factors could lead to such situation. Some diseases or abnormalities could be the precipitating factors as well. So, yes low blood flow or any benign conditions could possibly cause an impotence.

Impotence can b caused by three factors: It can be cause by improper or lack of blood flow such as what occurs in Diabetes, Hypertension or cardiovascular disease. Secondly, it can be caused by a lack of testosterone such as what can happen if you take anabolic steroids or if you are castrated. Thirdly, it can be psychological such as if you are traumatized at a young age.

If you have ED, take Viagra. forget about why, how, who, when, where etc. It works in 60 % of the people, no matter what.
