Not really. In most places if they have tapped your phone they will eventually send you a letter. It will state that there was an investigation and noting else. You will not get anymore. Once an investigation is over you can file a freedom of information request with the agency and see what happens.
Under the Patriot Act you may not even get the letter anymore.
If you think you are under investigation and you did or a doing something wrong take my self serving advice and just walk into the local station and tell that you want to give yourself up.

If you have a warrant or have done something you would normally get arrested for and they say pull you over and dont arrest you, you are under investigation. They won't arrest you because that will mess up the investigation!

Probably not since it's confidential. If you have a "clue" what it might be about, you could always go to the Detective Bureau and talk with a detective. If they want you, you can find out then.
Or you can sit back and wait until they come to you.
