Don't keep your cat outside when she has kittens let her be inside.
And how do you know it was the neighbor dog- it could have been a Coyote or maybe it was the cat. I would imagine the dog didn't have a vendetta against the kittens he would of ate the cat as well. And why would he just chew them up, if I were a dog I'd eat them not just chew them up.
Talk to this neighbor of yours. I'm sorry about your kittens :(

My heart goes out to you. I also lost my little cat recently,my neighbor's Rotweiller dog killed her right in front of me. I think the best thing you can do now is try and just step back and give yourself and your cat some time to heal from this emotionally because this is traumatic not only for the cat but you. Eventually, I think you should go to your neighbor and talk to them,but don't sound angry or bitter or they may get defensive,and actually blame you.
Believe me the last thing you want is to live next to a angry family who won't speak and who you know is resentful towards you. Yes, it is possible your cat will have kittens this summer. However,I would advice you to get her spayed before then because of the problem of pet overpopulation.I know this is hard and I realize it might be helpful and comforting for her to have kittens to replace those she lost,but the tragic reality is that millions of cats and kittens are destroyed every year in animal shelters because there are too many animals and not enough homes for them all.

As has been said once already, it is a crime in most states to have your dog loose.. normally overlooked unless it causes problems.. The normal procedure would most likely be that they quarntine the dog, watch for signs of dangerous behavior, and they can fine the owners.. In extreme cases where the animal has repeatedly been found to do this, the owners may lose the animal (depending on how bad, the dog may be put down).. and possibly lose the right to own any more.. (that is for cases of extreme negligence)
I am one person who dislikes keeping animals outside wandering around.. including cats.. (I have seen neighbors have pets hit by cars, torn up by racoons, and even once shot with an arrow).. but with new borns, the prey instinct is strong, even if it weren't the dog. (you said you saw the dog with one, so this is a hypathetical) it could have been anything from a very eager owl, to a bobcat, to... well, anything.. you might want to consider some kind of housing unit for further litters.. it's not as safe as in the house, but it may hinder the larger predetors.. at least until they start wandering around..

Having a hard time thinking of what to say that would be constructive. The dog was being a dog. Talk to the neighbor wouldn`t do any good I suppose.
Just love mom cat and find someplace that the dog can`t get to for ant future kittens.

Call the county Sherriff's Dept if youlive outside the city limits.
This is a crime even in the country,because they did not keep their dog under control to your great loss! I am so sorry,my Dear.
My mom had some dogs taken away from their irresponsible neighbors out in the country,because they were attacking ppl on the road when they walked or rode bicycles to the mail boxes or just tried to get some air & exercise.
My sister was held at bay by them for about 30 minutes until a neighbor came to her rescue & they bit my mom & stepdad while they rode their bikes.
These were pit bulls being kept by a drugged out,lazy son of their neighbors.
She will have more kitties,Hon.Just show her alot of love.

Call animal control and tell them that the dog killed several of your cats, and ask if they can do anything about it. If they won't, tell your neighbor to keep their dog out of your yard or you will--if it's in your yard throw rocks at it or spray it with a hose.
The mother cat is probably very depressed--give her lots of love and attention, then please, PLEASE take her to the vet to be spayed, because she will have kittens again soon, and those will likely either die at the mouth of your neighbor's dog, or after sitting in a cold, hard cage in an animal shelter for weeks. Thousands of innocent homeless cats are put to sleep every day because someone didn't have their pet spayed or neutered.
If, for whatever reason, you don't have her spayed, at LEAST bring her inside when she has kittens--outdoors is not a safe or healthy place for her to raise her babies.

You should tell your neighbor what happened. Of course your cat is up-set ,she saw it happen. Just give her a lot of love. She'll come in heat again and will breed again. You may want to call your vet to see if there are any kittens that need a surrogate mom, she still has a lot of milk. If she had kittens to nurse it would be a win win situation. Sorry for your loss. Let the mother of the kittens have a chance to bring the mut to justice via trial by combat. Create a makeshift cage out of branches and rope. Lock the two in the cage and scream at the top of your lungs. Hopefully this will incite a feeling of feer, forcing both animals into action. Hopefully the cat will claw the dogs eyes out, leading to it slashing wildly at the air. The cat will the retreat to the dogs blind spot and throw it off it's balance. As the dog is on it's side, the cat will have a straight shot at it's jugular. If the dog wins, it will have earnt it's freedom and cleared it's name. If this isn't the desired result, leave the dog owner's belongings around the pen and use the false evidence to sue them.

thats really sad you need to go tell the neighbor what happend and to keep the dog out of your yard if the dog did that to them kittens what would he do to a young child or person? the mom cat will be sad for awhile but she will move on
