The percentage of oxygen delivered is not depending on the rate of flow but would depend on the method of delivery. When the gas inhaled is pure oxygen without any mixture of any other gases, then you are giving 100% oxygen. Example of delivery method to provide 100% oxygen is by tight fitting mask without any leakage and has a valve controlling the oxygen inhaled and preventing re-inhaling of the exhaled gas. Delivery by nasal prongs or cannulas delivers about 24% to 35% of oxygen and the rest of the inhaled gases are mixed up. So, to sum up to receive 100% oxygen, oxygen can be delivered at any rate (1L/m,2L/min,3L/min or whatsoever) provided there is no other gases mixed up.
