Hi, I dont ever use my laptop anymore and im planning on selling it. I realize i can only install office 2003 on 3 computers with the same license. If i were to uninstall it from my laptop will that free up that license so I can use it on my main PC? Does it register online to let Microsoft know im uninstalling it and to let me install that same office program on another PC?

You can try contacting MS. The worst they can say is, "No." I suspect that will be the answer. When you install a program, the product key is mixed with information about the computer and an "installation ID" is generated.

Do you have a 3-license deal, (3 separate computers) or 3-installations (on the same computer). Big difference.

You may need to contact Microsoft and tell them you upgraded to a new computer and that it is no longer installed on the other computer.

If you bought the Home and Student Version is is good for 3 computers in the same household not 1 like the standard version which costs a lot more.
