some do but the vast majority of them do not. when spain took over the philipines they made a point not to teach them spanish so as to control them better. they have the spanish surnames because of the spanish presence in the islands.

there are those that can speak but most can't. most of those who do speak, however, are either from the old rich families [with spanish blood in them] or those who learn it as a second language. there are also words in the filipino language that have spanish origins so some words can be understood. the spanish surnames, if not from a real history of spanish bloodline is a result of the spaniards not being able to pronounce filipino surnames, so they changed them.

The Philippines were colonized by the Spanish, that's why alot of our last names are Spanish. Filipinos speak Tagalog or another dialect of it, which has Spanish (along with Chinese and other Malaysian) words integrated into it. Filipinos share the same basic Mestiza ancestry as Mexicans, in that they are a Spanish and Indian(meaning a "native", not "indian" in terms of "Native American" or someone from "India")-bred race.

Unfortunately no, during the Spanish colonization years, the Spanish at that time wanted to supress the learning of the Spanish language similarly to the era of Slavery in America wherein reading and writing was banned to slaves.
