wear just a top (e.g. bathing suit top or sports bra- anything acceptable at a waterpark or a public beach that's family oriented)? It's not like I would be topless - I recognize community standards, that's why I'm asking your opinion. I would be otherwise "conservatively" dressed, e.g. -long shorts or blue jeans.....

Thanks for your opinions so far - for me it is a matter of comfort - plus I would like working on my tan (though we all have to be careful and put on sunscreen - my boyfriend is SO stubborn about this, even when I offer to put it on him!). Also, I don't think I would be being immodest. I am a fit woman of twenty-three, very health conscious and proud of my body.
