That he had to turn the headlights on, that its the law. He argued with me that if he only used his "delay" wipers, that he did NOT have to turn his headlights on. Can anyone tell me were to find the answer to this in North Carolina Laws. I need it to be specific on this...

IN NC if the wipers are wiping, the headlights must be on. It's plainly posted along all interstates and most major highways throughout the state. It makes no difference as to whether or not the delay wipers are being used... if the wipers are moving then you must have the headlights on...unless, of course you want a ticket.

The following is from page 75 in the Division of Motor Vehicles North Carolina Department of Transportation
Driver’s Handbook:

Rain
Rain reduces visibility and makes pavement
dangerous. You may be able to see only a few
feet ahead; therefore you should drive more
slowly than usual, and you must use your headlights
and windshield wipers. Stopping distances
on slippery pavement increases from two to ten
times farther than on dry pavement; therefore,
slow down and allow yourself at least twice the
normal following distance.

I live in Ohio, and here it's the law as well. Headlights must be on or they can pull ya over and issue a citation. Ohio will pull people over for anything anyway though. (lol)

it is not that there are no clouds interior the ambience, they are merely being sucked in with the help of the hurricanes. in case you reside close to the sea you are able to attempt putting up some windmills and distill some seawater. You cant make moonshine besides
