I think you should grow out your hair a bit and maybe make it darker. People WILL notice but it won't be too drastic.

Umm......if you have a good face,go crazy!
Grow your hair out and spike it all insane,or go totally surfer blonde.
If you are ruff looking,go for a short cut, buzz!
It depends on your features,I'd extend my answer if you explained.
