Well without knowing new or used its hard. New, the Scion IS a good choice. The new VW Rabbit would be a good one as well, but only rockin 150 horses. A couple of bolt ons and you are there. The new Mini just got a HP increase, but the Cooper S is the one to own...and I don't know if you would consider it 'cheap', but low $20k will get you one.
Used is a whole different story. A BMW 325i can be bought pretty cheap and nothing will put a bigger smile on your face. A VR6 Jetta/Golf is a good one. Its just hard without more info like new or used?, how many doors?, auto or manual?, MPG?, what are you looking for?

If all you care about is cheap HP, you'll be hard pressed to beat the Ford Mustang. The V6 version currently puts out 210hp and can be had well equipped for under $20k. You can upgrade to the V8 with 300hp starting at $25k. Though it would be foolish to blindly go for hp and ignore practical (and frankly, more important) concerns like handling, comfort, fuel economy, cabin and storage space, etc.
