The sentence looks like broken Spanish...some sort of Spanglish, perhaps??
Do you like it when you fool around (fulandas)? or
Do you like it when you fill (something with fuel?) [In Nicaragua, they say 'fulear' to mean fill a tank with gas (the proper word is 'llenar')]
