Yes. They ask you to turn it on during security screening. It will count as your one of your 2 carry-ons, unless you keep it inside of your carry-on bag.
Some planes even have outlets to plug into. Call and find out if yours does.

Yes you can. At all US airports you have to take it out of your case when you go through security. In the UK they do not require this. On the plane you can use the laptop as long as the wireless modem is disabled. If it's a long trip, you should either have an extra battery or buy an airline power cord (Radio Shack sells them) as many airplanes have power outlets below your seat. Good Luck!

Yes. The person above is correct. No usage of laptop during take-off and landing, meaning it must be turned off.
But you can use it to watch a movie that's saved on there, or... I doubt you can use Internet, though.

Absolutely. Half the plane would have to get off if they didn't! You will have to separate it out from your carry on and send it through the xray machine in a separate bin .....
