A blister means he has a second degree burn. Please do not apply any lotions until you have removed the heat from the area by using ONLY cool water. The blister itself is filled with plasma (white blood cells included) and is the bodies way of fighting the infection caused by the burn. Leave the blisters alone, they will go away when the job is done. Watch him for any sign of fever, at 4 years old any burn can be serious. If he can tell you that the pain is gone then and only then should you attempt to apply any kind of lotion. Use something which is an antibiotic such as polysporine and wrap the areas lightly to avoid irritating the site. Please...please...do not apply anything which is not meant to be there...such as vinegar (an acid) or other spray on crap. Avoid tea (tannic acid) and stick with water to pull the heat out, then cover the blisters to allow the body to do its work. Two tiny blisters on each arm should not be a problem, but watch him closely for any change in activity level, signs of fever and so on. Of course, when in doubt, never be afraid to take him to your Doc for a quick check.
PS Aloe is great stuff, but only when from the actual plant..not the crap with Vera in it...that's added soap and perfume.

Something like this happened to my daughter....I thought it was sunburn and it actually was some sort of reaction with the plastic tube she was using in beach water.

Anyway, that being said, we put aloe on all the time as well as antibiotic ointment...wrapped in gauze and no more beach time!

put a cooling burn ointment on his arms, and wrap the area, or at least cover them. Make sure to cover the areas with sunscreen or clothing for at least a month after the blisters go away. The skin will be very sensitive for a while.
