A halfway house is a law enforcement controlled house. It does not have to be for any one thing as they are used for several reasons.
1. for ex cons that do not have a home that are on parole
2. for witness holding
3. for police protection
4. relocation program waiting place.
to name a few.
This house is ran and controlled by law enforcement and funded by the government. there are strict rules you must abide by or you risk being thrown out or sent someplace else. The rules may not be the same for every house but they are the same rules for all that are there.
You expected to work and improve your situation or until law enforcement has relocated you depending on your situation. There are no un prescribed drugs allowed and those prescribed are to be handed over to the head of the house to be given to you in doses. no alcohol and no over night guest. sex also isn't allowed.

A halfway house is a drug rehabilitation or sex offender center, where drug users or sex offenders (or convicted felons let out on day parole) are allowed to move more freely than in a prison but are still monitored by staff and/or law enforcement. There is often opposition from neighborhoods where halfway houses attempt to locate.
In the United Kingdom, the corresponding institution is known as a "bail hostel" [1], and "halfway house" usually refers instead to a place where victims of child abuse, orphans or teenage runaways can stay. The latter are often run by the Church of England, other churches, charities, and community groups.
Expect there to be posted or agreed upon conditions for behavior. Behave politely and try to accomplish what is ecxpected. Most people are not looking to get violent or anything at these places. They are looking to do the things they need to do to get out. Don't break the rules. Don't run away or leave before you are done.

A halfway house is a house that inmates go to after prison. Usually not far from home. They are able to get passes to go find jobs and slowly get they life together. If they follow the rules they transisiton on to home confinement where they are still part of the halfway house but are now home with rules and curfews and are only able to go to work. Eventually after 6 mos. they are fully released. I dont know if there is one in Salinas, CA but i'm sure you can probably look it up online.

Since a halfway house is designed to help someone adjust to leaving a situation and moving to a new situation it is between having all rules and no rules. If for instance one is leaving a penal institution and preparing to move back into mainstream life it is an opportunity to readjust. The rules for a particular setting should be given in both writing and verbally. The best idea would be to pay attention to rules and follow them since they usually have consequences such as gaining or losing privileges.
