theres a great car i want for 400 it says in only needs a starter and it says (buy as is) what do think its a scam bluebook for the car is 1000

I'm assuming you're close enough to pick up the car? Because shipping the car would probably blow any savings you're getting. If so, go and check out the car before bidding. If the guy has positive feedback on previous car sales, I don't think there's any reason to think it's a scam. Blue book prices are notoriously inflated. I'm assuming this is an older car with a lot of miles. You can't get anything for those on trade-in, and by selling "as is" it's clear he just wants to get rid of it, probably because it's too much of a hassle to keep running.

it wouldnt be unusual for the guy if he didnt want to spend anymore money on the car and just wanted to get rid of it. if its going to cost him $300 to have a mechanic install a starter, and the car was worth $1000 whats the point? I would do the same... if i was tired of fixing the car and i just wanted to get rid of it, and all it needed was something easy, i wouldnt care... im not going to pay to get the thing repaired.
it could be a scam, and the only way youre going to find out is if you pay to get the car fixed.

"Book" is only a guide to the value. If the car is close to you, go look at it before you bid. Check the sellers feedback and if it is good, you may get a deal.

$400 (or even $1000) does not buy much these days, so keep your expectations reasonable!

It's hard to say. If you have misgivings about it, don't do it. Plus how much would it cost to get the car to you? You would probably be better off looking for a car local and taking it to a mechanic that you trust to look at it before you buy it.

Don't you think if it only needs a starter, the seller would put on a starter and sell it for $1,000? Me too. Unless you can go see the car in person and bring your mechanic with to inspect it, I would not consider it.
