is not a valid win32 application?

Very slow loading or blank pages. Worst of all, I can`t `run` anything after I have downloaded it! Not even window`s updates.
Every programme I download (to try and fix this problem) won`t run, and has this message ...........is not a valid win32 application.
So what is stopping them from `running` and installing!?
Grateful for any tech-help with this prob, as it is a catch22 situation - how can I correct the fault if I can`t `run` a repair prog?

Try running a re-install repair. Boot from your OS disk, at the first prompt select install, at the second select R the repair option. After this completes start the machine in safe mode with networking. Download and update anti-spyware and virus scanners. Scan with these. Your machine is probably infected.
