Are you saying you have a ****** in heat, and your male dog barks at the other males that come a'courtin'?
You can train a dog not to bark, but I'd say this is a pretty extreme situation. Unless you are breeding, get these dogs fixed!
Otherwise, you have no other choice but to keep the dogs inside while the ****** is in season.

I had a problem with my dog barking, I bought him a special collar which gives a small electric shock, the more he barked the stronger the shock. You have to be strong because if they get a strong shock he will give a yelp. The Collier can only be worn for a period of 12 hrs.
After a week his barking is under control, if he gives a yap I only have to say to him "you want the collar on" he stops at once. Dogs are intelligent animals,so you dog will learn very quickly.
Please do not think this is a cruel suggestion, I love my two dogs dearly and would never harm them in any way. Now I don´t have neighbours complaining. I always put it on him before leaving the house.

Try muzzling her every time you take her out, if she attempts to bark yank her lead and tell her no. Another one is to get a big (I think it might be an Evian) bottle fill it with tap water and squirt her every time she does it, take some treats along and if she doesn't reward her if she does soak her. Obviously this is not practical when you are in the car as your seats will get soaked, will work though if she is going it when she out for a walk though. The last can be expensive but you can get a devise which emits a high pitched sound when she barks, only dogs can hear it never tried it and have heard mixed results for this product, pets at home are a good place to try, have also seen them in the betterware and Kleenezy catalogues, I have provided links below to all three. I would seem that the last alternative would be your only practical option I hope this helps.

you need to become topdog!
When he starts barking at something or someone or goes to bark, you need to physically position yourself between him/her and whatever your dog is reacting to. As you do this make a noise, any noise such as clicking or clapping etc to temporarily fuzzle his brain and look squarely at your dog.
If he moves to go around you, get yourself in front of him/her again until he learns to stop that behaviour.
Eventually the dog will learn to respond to the sound you make only and you will not have to physically stand and block him/her.
Your dog is asserting his/her authority and leadership. But your the boss! Dogs learn fast and you will get a quieter life.
Good luck
P.S. If you think you may choose the shock collar options suggested here, you might be interested in the citronella collars. when the dog barks it sprays citronella and makes a hiss sound under the nose to startle the dog its also a kinder way to stop the barking (and has the added bonus of keeping those pesky summer flies away from the house). Dogs dislike the citronella scent and will learn that barking = unpleasant smell.

Is your other dog spayed or neutered? That'll stop the other dogs from coming around. Dog's do not get jealous, that is a human trait only. To get your dog to stop barking you teach it the "quiet" command. You don't know how to do that? Can you teach your dog to "sit/stay"? No again? If you want to correct bad behavior you have to know how to do this and that is exactly what obedience classes teach you. They teach you about dog behavior, so you don't confuse a dog that is being territorial with human jealousy, and they teach you how to teach your dog.
I can't believe the number of answerers that want you to hurt your dog to get it to stop barking. Aversion training has been out of vogue for over 25 years, and well it should be. It is effective, but only because it teaches your dog fear. It will stop barking because it fears being swatted by a newspaper or being hit on the nose.

take it to the vet and get the bark taken out. shock collard don't work, I should know - my neighbors dog barks constantly and he has a collar on!
Either that or get rid of the dog, you don't know how annoyed your neighbors are of that jerk that won't get her dog to shut up!

Try a bark collar. It'll zap him just enough to get him to stop. Well, maybe not at first, but eventually he'll get the picture.
