what is a board and what happens when it needs to bee changed?

A Tv has multiple PCBs (or boards); power supply board, panel driver, video processor and connectors, etc. Even if one component fails (say an IC or a capacitor) in one of these boards, the service person will usually exchange the whole board that failed. So, a service person will open the TV, find the board that failed and replace it with a new one.

It means pulling out an electronic circuit board and replacing it with another one that works correctly...

Some TV sets have electronics sooooooooo TINY they can't be replaced with the tools most TV repairmen have.

it means that a tech doesn't know enough about what he is working on to troubleshoot to component level and has to "shotgun" the problem and orders in entire board to repair it
