diga means say. It is use when talking in a more proper manner. Is a greeting. Note that even though it means say it does not have the same conotation. It is not a simple say it is more proper. You would use "dime" for your friends and known people. "diga" would be more for respect. Well, sort of.

"Diga me" means tell me.
Who's there (who's speaking) would be "quien habla."
