At ROTC graduation, can i have a signifcant relative (not dad) pin the 2nd LT rank on my shoulders?

Yes, most of the time, people have their parents pin their bars on.

Yes. My Grandfather, West Point class of 1916, administered my commissioning oath and pinned on my bars.

Yes I believe you can. I've known people who've had close family friends (not even relatives) pin the bars on.
