This is what i would do, I would put on some rubber gloves, and place the birds in a big enough bag and take them to the nearest animal shelter. Tell them your situation and ask them if you would test the birds. If they come out postive, I'd see if maybe your city (If it is a small one like mine) would spray for mosquitos around your neighboorhood. My city sprays chemicals up and down the streets and by local ponds and rivers to decrease them. Hopefully this helps :)

Most song birds only live for two to three years depending on you area so, you'll find dead birds from time to time. In case of West Nile fever don't touch the bird with your bare hands. Call animal control, if they won't do anything see if you have health control and see what they'll do. Some cities like ours have mosquito control, they will pick up the birds.
Otherwise, if all fails, take a plastic bag, make sure no holes are in it, put your hand in it and turn it inside out. Holding the bag like this pick up the bird and turn the bag around so it doesn't touch you and seal the bag, if no one wants it put it in the garbage.

DO NOT TOUCH THE DEAD BIRDS!! Call your local Health Department,they will take care of them for you. Right now just keep your kids in the house and don't let them go out until this matter is solve.it could be deadly,but that is something you nor I knows.So just take precaution and call your local Health Deapartment.
