Yes, formatting your computer is a great way to clean things up.
You don't want to simply reinstall the OS though, as that only replaces a few of the Windows directories to default state and leaves a lot of stuff (and consequently spyware, viruses , etc.) in place.
You are looking to format your harddrive, and then perform an clean install of the OS. Be aware that this action will completely erase everything off of your computer, so make sure you back up things and have your installation CDs handy to put your programs back on.

A clean reinstall will remove virus, spyware, etc. BUT!!!!!
ALL FILES WILL BE ERASED!!!!!!! Do a backup of your documents on cd. Also, you might need a cd code(comes with the OS) and/or a product/activation code. You do not have to buy another version of windows, if you have the reinstall cd, that will do what you want.

Yes, reinstalling the OS will erase everything on the harddrive. Be sure to do a clean install.

Yes defintley thats the way to go! I have had to do it before. It goes back to when you first got the computer. It makes your computer a lot faster again to. Good Luck

well most viruses are killed when you reinstall the os but some viruses can survive it will kill all the spy ware and ad ware..
some viruses can survive in memory and be reinstalled when you reinstall windows....
