Hello, what is a good photoshop program that is free and capable with Microsoft Vista!!! i have heard of Picasa but is that good???

Download GIMP. It is almost on a par with Adobe Photoshop, and it's open source and free.

im sorry. i dont know of one but i have vista too have u heard of ANIMATION SHOP 3? that works good. go to www.jasc.com and download it....it might not work thought becuase people say that the website is gone now. ive tried it but it wont let ME go to it either so i hope this answer was good enough!
