Historically they're very different cities and I believe this has led to a difference in culture still today. Baltimore was and still is a huge port city and has historically been a more immigrant city - there are older ethnic neighborhoods such as Little Italy. It also had (and again, still has) more industry - factories and steel. It's always been a more working-class city. Washington is more stodgy with lawyers and government people. It was a designed city, built as a national capital city with government offices and stuff. It also doesn't have the same history of immigration, although there are still large numbers of people moving there to go to university, for internships, or for federal jobs (permanent or contract). The population seems to be more transient - people go there to go to university, for example, or for a 2 year government contract, and then leave.
As far as cultural opportunities - both cities have a lot. DC has the Smithsonian museums, which are world-class, and Baltimore has a couple of excellent art museums as well. They both have theater and opera and symphony (not as grand as NYC but they do have some of these opportunities).

I'm not sure of what you mean by culture. They are two dramatically different cities. D.C. is our capital and as such is very old and politically oriented with many sites geared to our nation's history. It's a very exciting place with people visiting from all over the world. Baltimore is and has been changing and growing only since the early 70's when the Inner Harbor was developed. It also is an exciting place but one more geared to the water and sites within that downtown area. They are still a work in progress. We lived there until only recently and watched the changes within the 10 yrs. there. It's now also much more expensive to live downtown with properties in the million dollar arena.

Baltimore has a much poorer economy than DC since all of the mills shut down back in the 80's. Baltimore has always been more of a blue-collar town, compared to DC's white collar, political/government/college style. On the other hand, Baltimore is also much more laid back and the people are generally nicer. DC is full of evil yuppie lawyers, politicians, and social climbing lobbyists. Baltimore is also a seaport, so it has more of an old-fashioned, colonial harbor/dockside town feel to it. DC is sort of a wannabe-Hollywood, but full of ugly people.

DC is very historic but too many government people for me....I live in Baltimore and there is a lot of history here too. Traffic is better and gas is cheaper.

It depends what you mean by culture....both cities have a diverse group of museums, theatrical and artistic venues, international cuisine, historic sites and history. Washington perhaps has a more international crowd, being that it is the home of many foreign embassies and international agencies.
