Deer are colorblind. Hunting regulations require that hunters wear a certain amount of square inches of "orange" for their safety. A vest is just under the requirements of most states so a hat and vest is the best and safest option. Orange colored camouflage is very effective for deer hunting as the silhouette of the hunter is broken up.
Deer are very sensitive to smell, sound, and movement so the hunter must also be very aware of all types of presence when on the hunt.

Deer are all but fully colour blind. They cant ditinguish the orange. They do however have brilliant eyesight for movement and shapes, especially those that are not natural. hence the reason that most of the orange gear has a camo pattern on it.
Humans can see the colour so it is a safety and visibility thing. They only wear it cause people dont distinguish their target properly and shoot at a target without checking it is a target first. Heaps of guys have been shot carrying dead game out of the bush to.

Deer can't see the hunter's orange. They can see the patterns though. So, if you are decked out in camo and have a plain orange hat on, it'll stick out. If in head to toe camo opt for the orange camo hat. As far as what to wear, a hat if you're sitting in a blind. If on foot, a vest should be good. Both would be the best.

wells its obviously going to make the game be able to see you better but most of all its for saving lifes... if you see neon orange the hunter is not going to shoot or even point his weapon in that direction and it also depends where you are hunting with the regulations of how much orange you have to wear and also the season and the animal you are hunting sometimes you dont even have to wear orange but other time you only have to wear a hat and other times you have to get all decked out and go with the orange vest-jacket and the hat

Most deer are nearly colorblind. So the color only is highlighted to us.
Vests are most visible. Hats are not.
The deer can see in 1/8 the visible light that we can because it has so many more rods than cones in its eyes.

deer are colorblind so as long as the orange vest, hat, or coat that your wearing fits in with the landscape, everythings alright
you really dont need camo to hunt deer

You answered you're own question; orange is used for safety. Most hunters I know only wear a small amount of it so that the game doesn't see it.
My other theory is that certain animals can't see color.

They do this when they hide in the trees and bushes . If they have others around them would you be more likely to shoot at a darker color or a bright orange color comming out of the bushes ?

Deer have Three means of detecting your Presence # 1> Smell you #2 See you #3 Hear you........ They can detect movement no matter what you are wearing......... Thats why I hunt from above them in a Tree.... Less chance of them detecting you by #1 or #2 or #3.....................
