You should be able to look up information on a recorded lien at the tax office in the county where your relative lived. That should tell you the amount, and you will probably be able to get a case number. With that information, and your relative's SSN, you should be able to contact the IRS to get more details.

I would highly recommend contacting the IRS' Taxpayer Advocate Office assuming that there are penalties involved. They were able to waive all the penalties on the taxes involved in my father's estate - he had not filed taxes for several years.

If there is ANY lien on the car, the title office can tell you EVERYTHING you need to know about the lien. If the lien is not recorded there, it is NOT a lien.
