Like most of the responses, its likely your fault.
Basic law is that you do not proceed until it is safe to do so. You failed to see the oncoming car and, unless there is a valid reason (of which I can not think of any that are beyond your control - except perhaps for excessive speed by the other driver ) for you to not see her, then you are at fault.
If you and the other driver agree on the facts, (although you diagree on the interpretation), you don't need a police report.
You do, however, need to report the accident to your DMV. If she does and you don't you can get a citation or lose your license for that.
TUrn in the claim to your insurance company. They will file the report and handle it from there out. If you have collision coverage they will deal with YOUR car too.. after all, that is what you have been paying them for.

It's partly your fault dude, but you shouldn't have to pay for all the damages. The way I see it, no police report was filed, you should fix your car and just go on with your life.

See this all the time if you are turning left into oncoming traffic you are at fault, you do not have the right of way. As far as paying thats why you have insurance, although do expect your rates to go up

Did the one who gave you the right away hit you? If so then she was setting you up to hit you so you could pay her. If nothing was done, no reports or anything i would say no. There is no way to prove if it was your fault or theirs. Your word against theres. If it wasnt the one giving you the chance to go, then it would be your fault. However if the person was paying any attention to the street and what was going on around them they could have stopped. Either way its your work against theres and with no proff. Dont waste your money...

yep it's your fault. straight has the right away so it's not their fault, and someone giving you the go ahead is just a courtesy and means nothing as well. sorry. wait until she pushes the issue though, because i don't know what she can really do to you if there's no police report...

Absolutely 100% your fault. We in the insurance industry call this the "wave of death." Its very common.
Just b/c that person told you to go ahead doesnt mean you can just blindly do so. Its your responsibility to make sure the entire road is clear before you go. NEVER FALL FOR THE WAVE OF DEATH!

It depends on the law in your state but in most cases it is your fault whether someone waved you on or not. You pulled in their line of travel so unfortunately you are at fault.
