Yes you absolutely need to go to the vet right away. If there is any money anywhere in the house take a cab if there is no other way to get there.
Before you go, though, take a few minutes to find out whether there is something poisonous your dog might have ingested. Look for chewed up containers of pills or household products or whatever, or signs that your dog has been in the garbage, anything. If your dog has ingested poison, you will make the vet's job much, much easier if you know what it is.
Also, if you figure out what it is and you absolutely can't go anywhere until your parents get home, call your local poison-control centre. They do take calls about animals, and they will tell you what first aid you can give, if any. But the bottom line is that your dog needs emergency veterinary attention.

You need to get your dog to an emergency vet RIGHT NOW. It sounds as though she is having a seizure. Carefully pick her up and get her in the car or taxi and go NOW!

This sounds very serious and you need to get teh dog to the vets immediately it sound like it may be poison or parvo. Again this is an emergency get to the vets NOW

What you need to do is calm down and take her to the vet as fast as you can. If money is an issue right now, please tell the vet you can pay him bit by bit, I am sure he has had cases like this before. Good luck and I hope you find what is wrong.

sounds like she is having a seizure check for dialation in the eyes and get the dog to the vet she could have peen poisened or have parvo or epilepsy got to the vet ASAP

call somebody and ask them to quickly bring your dog to a vet or animal hospital. Either ask your neighbor or call a family member. which ever will get you there quickly.
