There are two types and are not to be confused with the other. In high school there are JROTC or Junior Reserve Officer Training Corps, here high schoolers simply take the class and learn military history and basics and can end with a cadet after finishing high school being enlisted as a E-3 if they choose to enlist if they have finished 3-4 years of the JROTC program. Every Branch has its own groups of JROTCs with each high school having only one.
Now for the big leagues, the actual ROTC, or Reserve Officer Training Corps, where can take the class for two years and decide if you want to continue by signing a contract in which you commit yourself to being a officer after your graduate for at least 4 years. But there are also 4 year and 3 year scholarships that are takin by those who apply and are chosen in which they commit to do the necessary schooling and graduate and become a officer for at least 4 years also.
A ROTC scholarship or contract will pay full tution, books, and an allowance. The amount for books and allowance you receive is dependent on the branch of ROTC your with. The Army will give you the most money across the board, but the Air Force can take care of you to, just you'll get less money.
Their is a ROTC branch for every military branch therefore supplying officers for the branch that it serves.
But going straight in to the ROTC program starting college is not the only way either. There is the green to gold programs where while you are enlisted you take college classes for at least 2 years and after earning the equal number of hours a student woul dhave to qualify as a junior then you can go to a college and start ROTC from enlisted and become a officer that way.

Reserve Officer Training Corps!! This is usually
taught in High School and College. In the US Military, if you want to be an officer, they have Officer Candidate School and you have to be recommended by your Commanding Officer and
be qualified and another way to be an officer, you can apply for any of the US Military Service Academies with recommendations from a Senator or US Representative and You must have a 4.0 in High School or College!! There is NO money for living expenses for ROTC!!!

Reserve Officers Training Course. For college students who wish to combine a college education with a Commisison in the US Military. you attend college fulltime. the first two years, you can drill with ROTC and incur no obligation, nor do you get paid, unless you accept a scholarship. in which case,you doincur an obligation afterwards to serve a period of time as a Commissioned Officer.
Even if you do not get a scholarship, your final two years, you sign a contract and you incur an obligation.
Officers do NOT enlist, they are Commissioned. ROTC is a path to Commissioning.
