Believe it or not probably the OT. When Jesus said that we should "love our neighbor as ourself" he was quoting Moses.

Pound for pound and verse for verse, the OT talks more about love and the NT talks more about judgment.
It is correct to say that the entire Bible is a love story, but the question was specific.

Read Matthew, Mark, Luke, John, Acts in the OT. Jesus talks constantly about how we are to love one another. Something that isn't very previlant on this site.

NT - as far as I can figure out. OT was more about setting the rules and learning to follow them, (carrot and stick type).

The whole Bible from beginning to end is a love story. God's love for us.

The OT, says that God loves us. He also kills us so that must be love.

The NT Jesus says for us to kill all those that do not want him to be king (aka his enemies) [Luke 19]. Since Jesus is love, then killing your leaders enemies is also love.
