In order to be able to stamp HVAC designs/drawings for installation in public buildings you must be a Registered Professional Engineer in the State in which the work is being installed.

To become a P.E. it is usually required that you have an Engineering degree and at least 4 years of engineering experience, and that you pass your P.E. exams.

Some States would require that you be a Registered Mechanical Professional Engineer.

You can become an HVAC designer by studying and taking classes in HVAC systems design, but it will always be required that if you are designing systems for installation in public buildings that your work be reviewed and stamped by a Professional Engineer.
