No, I do not! Where is that quotation from?
By the way, the Bible says that "All things work together for the good of them that love the Lord." That one I do believe!
God's people live under His constant protection. As long as they have a relationship with God, then everything that God allows to happen to them will work out or the best!

The Bible says that all things happen for the good of those who believe in God. God can take bad events and turn them around so that the Christian person actually profits. When children die, it is so sad for all of us, but even in those cases parents and family can become stronger than ever, and the love of God amazingly can still be seen.
When bad events happen to unbelievers, I can not say that the Bible quote applies to them as well.

And we know that in all things God works for the good of those who love him, who have been called according to his purpose. Romans 8:28.
It is dependent on whether someone belongs to Jesus or not. Not everyone is covered by this promise.

No, that's just a rationalization people tell themselves to avoid being too distraught over crap that happens.

Things do happen for reasons - some that are good and some that are not; but they are all earthly reasons and serve no higher purpose.
