Considering that it's -80 degrees Celcius (or -109 degrees Fahrenheit) and can freeze your flesh immediately then I'd say yes, it can be harmful.

Take care when handling it. Use insulated gloves if you need to use your hands and do not touch it directly even for a moment.

Beyond that it's perfectly safe if you're using it to keep frozen food frozen.

In a word, yes. Dry ice can be harmful, but if you handle it correctly, you should have no problems.

First of all, use caution when handling it. It's cold enough to flash-freeze your skin, so wear heavy gloves, or use a pair of tongs to move the ice around. Second, if the dry ice is exposed to moisture, it can decompress very rapidly. If it's inside a closed container, it can literally explode the container.

Finally, if you're traveling with dry ice in your car, leave the cooler in the car trunk. As the CO2 sublimates, in can quickly fill up your car's passenger compartment. This could lead to unconsciousness or dizziness, and an accident could result.
