Take her back to the place you had your first date; she'll know something is up but not know what and then give her the picture, wrapped in pretty paper and a ribbon she can keep to wear in her hair.....just get romantic...she'll love that.
or take her to a nice restaurant but go earlier and have the manager hold on to the picture (wrapped up in paper/bow and have him deliver it during the dessert phase of your meal....

Frame the picture, make a card saying how much you love her, take her out to dinner, then a beautiful walk, and when you get to the perfect spot tell her you love her and hand her the picture with the card, she'll love it!

hide it in the city, in a public place where no one can see it. mabey in a park. then send her an email (from an unknown adress, she should not know its you) and tell her that there is something waiting for her at the location you chose to hide the gift. when she finds it she will definitley be impressed

give it to her in a frame with like...2 balloons on it.tell her to meet u somewhere in the school b4 1st period and bring it to her there
