As a matter of fact, Jesus did speak of being born again. Jesus told a man named Nicodemus that no one may see the kingdom of God unless he or she is born again. For more information, see the Gospel According to John, chapter 3. True born-again Christians are regular Christians; it's the people who shout out that they've been 'born again' at every opportunity they can that I'm a little suspicious of, because they've either been brand-new born again and have not yet grown in Christ or they're full of s**t. The new Christians mean well; they're excited about their deliverance from various conscious sins. It's the 'Christians' who are full of s**t that Jesus would disapprove of; they would remind him of the Pharisees of old who put on a show to let people know they were holier-than-thee.

The phrase did come from the scriptures. Christ spoke of baptism as being "Born Again"....meaning you are starting a new life after baptism.
No one is better then anyone else. Being born again does not guarantee you a place in heaven. It only means that you now have a fresh start to live a good life.
I don't believe that the Lord cares about what title we hold.....It is all about how we live your life and how we treat other people.
Feeling like you are superior to other people, is not Christ-like.

Read the New Testament. Yes Jesus spoke of being born again. Jesus spoke to Nicodemus of this in the book of John. As follows:
The classic passage from the Bible that answers this question is John 3:1-21. The Lord Jesus Christ is talking to Nicodemus, a prominent Pharisee and member of the Sanhedrin (a ruler of the Jews). Nicodemus had come to Jesus at night. Nicodemus had questions to ask Jesus
As Jesus talked with Nicodemus, He said "...Most assuredly, I say to you, unless one is born again, he cannot see the kingdom of God." Nicodemus said to Him, "How can a man be born when he is old? Can he enter a second time into his mother's womb and be born?" Jesus answered, "Most assuredly, I say to you, unless one is born of water and the Spirit, he cannot enter the kingdom of God. That which is born of the flesh is flesh, and that which is born of the Spirit is spirit. Do not marvel that I said to you, You must be born again...." (John 3:3-7).
To be born again is to put all your faith in Christ and to ask him into your heart as Lord and Savior and them to be baptized in his name. As to plain old Christians. There is no such thing. The people were not considered Christians until they had accepted Christ into their lives and been baptized in his name.

The idea of a new birth comes from Jesus' interaction with Nicodemus.
On a metaphysical level you have to understand that we are tripartite in nature, being comprised of spirit, soul and body.
Through the body you have world awareness and interact with your environment through relationships.
Through your soul you have self awareness and experience intellect, sensibilities and volition. This is also the seat of your personality.
Through your spirit your have awareness of the eternal and experience the phenomenon of conscience and intuitive sense. This where the heart resides also which is that place where the intentions spring.
Your spirit was intended in its design for communion with God but due to the fall it has lost its ability to function as such and draws its dictates from the soul.
When one recieves Christ as Lord the Holy Spirit of God comes to reside in the throneroom of the heart and communion with God is restored.
This is what it means to be born again. Hope it helps

Nicodemus came to Jesus and asked Him how he could get to heaven. Jesus said "You must be born again." Nicodemus asked, "How can I enter my mother's womb once more?" Jesus told Him that he must be born of water and of the Spirit to enter the Kingdom of God. John 3 1-7 It simply means be baptized and accept Christ as your personal Savior. We simply need to accept His gift. Some Christians have not yet been baptized in the name of Jesus Christ and are therefore not born again yet.

Yes, Jesus talked about being born again in John 3.
I actually answered a similar question a couple days ago, and it's valid for this one as well. Here is the link:

John 3
Jesus Teaches Nicodemus
1Now there was a man of the Pharisees named Nicodemus, a member of the Jewish ruling council. 2He came to Jesus at night and said, "Rabbi, we know you are a teacher who has come from God. For no one could perform the miraculous signs you are doing if God were not with him."
3In reply Jesus declared, "I tell you the truth, no one can see the kingdom of God unless he is born again.[a]"
4"How can a man be born when he is old?" Nicodemus asked. "Surely he cannot enter a second time into his mother's womb to be born!"
5Jesus answered, "I tell you the truth, no one can enter the kingdom of God unless he is born of water and the Spirit. 6Flesh gives birth to flesh, but the Spirit[b] gives birth to spirit. 7You should not be surprised at my saying, 'You[c] must be born again.' 8The wind blows wherever it pleases. You hear its sound, but you cannot tell where it comes from or where it is going. So it is with everyone born of the Spirit."
9"How can this be?" Nicodemus asked.
10"You are Israel's teacher," said Jesus, "and do you not understand these things? 11I tell you the truth, we speak of what we know, and we testify to what we have seen, but still you people do not accept our testimony. 12I have spoken to you of earthly things and you do not believe; how then will you believe if I speak of heavenly things? 13No one has ever gone into heaven except the one who came from heaven—the Son of Man.[d] 14Just as Moses lifted up the snake in the desert, so the Son of Man must be lifted up, 15that everyone who believes in him may have eternal life.[e]
16"For God so loved the world that he gave his one and only Son,[f] that whoever believes in him shall not perish but have eternal life. 17For God did not send his Son into the world to condemn the world, but to save the world through him. 18Whoever believes in him is not condemned, but whoever does not believe stands condemned already because he has not believed in the name of God's one and only Son.[g] 19This is the verdict: Light has come into the world, but men loved darkness instead of light because their deeds were evil. 20Everyone who does evil hates the light, and will not come into the light for fear that his deeds will be exposed. 21But whoever lives by the truth comes into the light, so that it may be seen plainly that what he has done has been done through God."[h]

Being "born again" takes more then just saying I believe in Jesus. To be truely born again one must be baptised by water to receive the Holy Spirit. But alot of churches say this is not true, but Jesus says it is required.
John 3
1There was a man of the Pharisees, named Nicodemus, a ruler of the Jews:
2The same came to Jesus by night, and said unto him, Rabbi, we know that thou art a teacher come from God: for no man can do these miracles that thou doest, except God be with him.
3Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God.
4Nicodemus saith unto him, How can a man be born when he is old? can he enter the second time into his mother's womb, and be born?
5Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God.
6That which is born of the flesh is flesh; and that which is born of the Spirit is spirit.
7Marvel not that I said unto thee, Ye must be born again.
8The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit.

When people are saved, they start a new life with Jesus living inside of them and are supposed to do their best to act like it. that is where the phrase "born again" comes from. Your sins are all wiped away and its like starting a new life.
