Depends where you are!! Also depends on who you buy from. Here in Australia, anything from $5 through to over $50 for the expensive purpose bred colour ones.
Backyard breeders will have good birds from time to time from $5 - $10. But yes, if you haven't already got all the supplies - cage, food, bowls, toys etc. you will have to add all that to the cost of the bird itself.
Easiest way to get a cheap bird is to look in the classifieds of the local paper, or willing to spend a little more, try the local pet store but they generally buy from the local backyard breeders and professional breeders equally and charge you the same no matter where they got the bird!

Budgie - $15+
Cage - $50+ (Remember, they need atleast a 18x18x18 cage, not a small $20 cage)
Food - $4+ depending on the brand you buy.
Treats - $2 + depending on the brand you buy
Toys - $20+ (Remember, they need lots of toys to keep entertained, and you should buy extras to switch out every week so they don't get bored)
I can't think of anything else at the moment, but all this stuff is probably around $90 plus vet bills and so on.

Budgies are great pets because of there 15 year life span and they can cost about ten to twenty dollars each

Usually around $15.00. The cage is usually more expensive than the bird. But they are such a nice bird. Over the years, I have had 3, two bought as young ones, and one taken in as an older bird. All were such a pleasure. But you must have time to spend with them, or don't get one. They are a people bird, and need interaction, to be tame and friendly. Mine were a joy.

i have no idea... a long time ago, i had a budgie, he was pretty cheap, about $35 i think, but that was a long time ago and it might have chainged... ur major problem is where to keep it, normal cages cost about $100 to $600 ((maybe more)) depending on it's size...

In Exeter UK they are £18 but I sell mine for £10 or two for £18.
