Could anybody please explain it to me. this lady said something about a blue slip and how i have to have my permit for 3 months then i can get my licenses.
or
explain to me how it goes she might have been lying i dont know!

Each state has its' own regulations on drivers' licenses. Most require a training period, with a learner's permit before issuing a license. Some states require behind the wheel driver training and others require that a parent or other responsible adult verify a number of hours of practice.
Even after taking a training class, one must prove a certain level of driving proficiency in a road test. The license is not automatic.
