i beleve you can do so if you contact the channel by e-Mail, send them your proposal, you have to sponcer inviting them for an interview for them to check you out, show them what you have, and make sure that you impress them, but any way i think this is very hard to do.
you can contact any director, working in the US and i think that if you convince this person he will seach for a channel to take him as well, and you have to prommiss him a reasonable persantage of share of the proffit, and keep it!

Take a citizenship test and take the oath, then you will be a citizen.
