There are many that will do it for you.
If you have a printer that is quite good then you can make your own decals. It is not difficult to do. You do have to buy the special decal paper.
I have not seen a site that tells you how to do this but there may be.

I'm not sure if you're looking to learn how to make your own picture mugs or for a web site where you can order them. For the latter, you can order mugs imprinted with your own photos from Yahoo's very own Photos page (http://photos.yahoo.com).

There are plastic mugs that have a transparent outside and a provision to slip a real photo inside. If you are referring to a ceramic mug, to do it yourself you need to be able to silkscreen your photo onto decal paper using ceramic colors and fire the mug in a kiln. Unless there's a compelling reason to do it yourself it's a lot easier, cheaper and faster to get it done.

? you can go to walgreens.com and upload photos and have them put on coffee mugs. not sure if that is what you are talking about. i don't know of any website that "teaches" you how to do it yourself.
