A war is not ended while the civil population is killing 3000 of you every year but a real war is not fought that way. A real war ends when your enemy submits totally to your demands as did the Germans and the Japanese.That is brought about by using all your military might without concern for anything other than outright victory. I believe the war you are talking about is more of a policing job that isn't going very well and will probably never have a wothwhile conclusion.
