BAH will be based on your spouses' location only during Basic training and any UNacompanied orders, such as schooling or Remote tour to like Korea.
BAS is ONLY for the servicemember, it can and will be taken away if your meals are provided(even if you don't actually eat them, such as messing facilities) so NEVER include BAS as part of a monthly budget.
general rule of thumb: if it is pay, it is Taxable, If it is an Allowance, it is not.
your first couple of paychecks will have numerous deductions taken out of it to pay for uniforms and toiletries that you will be purchasing when you report.
It can also take up to 6-8 weeks before you see your first pay.

Your enlisted pay would be $1534 and your BAH is $1789 before taxes. Keep in mind that in the Army, there is BAH with dependents and BAH without. It does not matter if you only have a spouse of 5 kids - still one or the other.
This pay scale only counts if you are on base someplace (say in training, AIT or deployment) and your wife is still at home. If you are living together in base housing, there is no BAH. If you are in off base housing, your BAH is based on the location of your PDS. If you are living at a base, you will also get a BAS - basc allowance for sustanance. (food money) This is to feed you, not your family. Elisted BAH is $279.88 a month.
There are other factors to consider, such as the cost of your SGLI (which is your supplemental life insrance), assorted deductions for taxes, etc. and of course there is more money to be made if you deploy to a hostile area. There is also Family Seperation Pay if you are seperated from your wife for more than 30 days - which you will be in your initial training. Family sep is up to $250 a month.
One more thing to plan for .... your first check will have a deduction of $250. This is money that they "give you" to pay for your haircuts, sneakers, underwear, etc. in basic training. The recruiters like to say that they give you this $250 chit card to buy these required items but they do not tell you to plan to have it deducted from your first check.
Let me do this for you if it will be of help. Email me and I will give you a break down of my husbands last paystubs. Then you can get an honest look at what you will be living on.Military pay is confusing. They are also really great at screwing it up.

Housing allowance (BAH) is based on the zip code of where you're stationed, not necessarily where you reside. Your family may be at Seal Beach, but if you're stationed at say Pensacola, FL, you're going to get the Florida BAH rate. Also, BAH and BAS are not taxed, your base pay is taxed, but not housing or food...
You need to check the BAH rates, not the Per Diem rates:

I hope for two things: your wife is going to be working in CA and that you are on the list for base housing. Rent in that area is outrageous.
You could have found the answer yourself if you just Googled the same thing I did to get the answer. Here is the weblink and on the page you will see the chart telling you what your pay will be.
Your base pay will be $1534.20 a month.
BAS will be $279.88 a month.
BAH will be $1789.00 a month.
Grand total of those three amounts is $3603.08 but you could have done this all by yourself just as I did.
