Limewire is not illegal for sharing freeware and files that are not protected. However, getting paid to help share files like music and movies is illegal, but it will not get sued until it gets deep pockets if it is purchased by a large corporation.
The music industry is the most aggresive and they spent millions in lawsuits against napster, only to have 10 more replace it in a costly lesson that everyone cannot be sued. So they wait until sites like youtube, myspace, etc... have been purchased by wealthy corporations then they sue. they dont wanna sue some small pocket college kids running a small time site.
Aside from the movie industry which is different, music industry failed to embrace techonology and at first was stubborn, and led to paysites with crap. People kept sharing and now they have learned their lesson and wish to get in on the sharing business but it is too late. People have continued without them and they only keep their small market share for online downloading because they sue a few people a year and spend millions in publicity for it, so people get scared. You will only get sued if you are a high uploader of many thousands of files. The chances of which are very extremely low. (typically parents and college students)
It may not be the most ethical thing to say but when all the people in that business are making millions, I have no sympathy for a business who failed to embrace technology.

Limewire is a filesharing program. Why is it illegal?
Well, if you use that to transfer songs or copyrighted files to another peer (peer to peer), then its illegal.
If you are sending or serving, a document, to readers of your site via limewire, its not illegal.

Using it isn't but when you use it to download/upload music/games/movies from which you don't have a license from the makers is mostly illegal. But that differs from country.
In the Netherlands you may download music but you may not upload it... Just as a example.

Anything that allows you to download, free of charge yes, is illegal, because it's copyrighted material you're downloading and the artists aren't getting paid for it.

Not really. It's just a P2P client, enabling users to share the stuff they have.
Although lately, people have started sharing MP3s that they should've bought, making it the grassroot of sharing illegal music.
