If you realize that people are like that, what do you need the advice for? Learn patience. "not get arrested" What do you have in mind. Learn to control your impulses. The rude people win if they realize they have offended you. Never let them see you sweat.
Don't worry about it. Walk away. You don't always have to have the last word, do you?
BTW the country is not FULL of these people. These rude people stand out more because of what they do. You never notice the quiet, nice, decent people because they don't cause trouble.

There is no law prohibiting rudeness, selfishness and uneducated persons. If you happen to meet these kind of people in your country, ignore them and do not mind them. Do your own business.
