No, not legally! You MUST display a valid tax disc any time the vehicle is operated (or even just parked) on public roads. Having the confirmation receipt in hand MIGHT get you off the hook with a sympathetic copper, but don't rely on that!

If your tax is expired or is about to expire, you shold go to a local DVLA office or Post Office and pay in person. You'll walk out the door disc in hand and be fully legal without waiting for the post.

From the DVLA website FAQ:

Q. I have not received the tax disc. Can I use the vehicle without the tax disc displayed?

A. It is an offence to use a vehicle on a public road without displaying a valid tax disc.

I asked this question of an advisor at the DVLA and he told me it would be an offence to drive,or have the car on a public highway without a valid tax disc.He said if I wanted immediate cover with a disc I should go to a post office and buy it over the counter. He emphasised that to renew tax on line or over the phone a person had over two weeks to do it and it was silly to leave it to the last minute. I was in a similar situation to you and I went to the post office (bit of a nuisance)to avoid problems.I am not dure but I dont think the old 14 days grace now applies.

No.

You have up to 14 days grace before you will be fined automatically for not having either renewed your disc or declared SORN.

However, you do not have any grace period for using the car on the public roads (or parking it on a public road) without a valid disc being displayed. You can even be fined if you have a valid disc in the car, but it has fallen off the windscreen and is not visible.

The law states that you have to have a vaid tax disc visible in your vehicle at all times it's on public highways. The welsh police adhere strictly to this but the english forces are sometimes more leniant and if you can provide proof you've paid online and your waiting for the disk you can sometimes be ok. If your just waiting for your documents and havent attempted to get tax yet (obviously because you can't, although i'd check the dvla website as you can buy it on there) then you shouldnt really be on the road, its unfortunate but it happens and i've been in the same position.

My disc only took 3 days to arrive, the offence is failing to display valid tax, displaying expired disc can be seen as fraud so be careful whatever you do, roadside numberplate recognition camera's will know your vehicle is taxed as it will be on the database, carry your confermation until disc arrives if you must use the car.

Yes it shouldn't be a problem. It is an offence not to display a tax disc but if you have paid for it and its in the post then you are entitled to drive. If you were stopped by the police all they do is fill out a form which is submitted to DVLA for them to take action. DVLA will see that you have already paid for your tax and take no further action.

Go for it. Carry the confirmation if you like, but coppers don't really look at the tax disc anymore, it could be fake.
They just radio in your car's details and are advised on whether your car is taxed, mot'd and insured or not.
All on computer these days. however be careful whare you park it - a busybody Traffic Warden does not have this useful tool and may get snotty.
My disc usually arrives in about 2 days through the post.
