When traveling on a road that has a white state posted speed limit sign of 45 then a few yards down there is a sign that has "must observe state warning signs" then a few yards down another that says "road work ahead" sign with a smaller orange sign that says "30 mph". Then another ways down is the original white state speed limit sign that says "45 mph". What is the legal speed limit?

45 until the work area, 30 while driving thru it, and 45 again when you are clear of it.

The speed limit is 30 mph in the road work area. Generally speeding fines are doubled in work areas, so don't speed. The 30 mph speed limit is in effect until you see a sign that says "road work ends". Then you can go back to the 45 mph speed limit.

In Maine the white sign is the actual posted speed the orange signs are a suggested speed. Except in construction zones (road work ahead) then you do the posted speed for that zone in your case 30 mph. Here if you exceed the posted speed through a construction zone or (school zone 15 mph) the fines are doubled.

Signs posted in white with black lettering are called regulatory signs, and are enforceable. That is why you saw the speed limit sign with 45.

You then passed a regulatory (white with black lettering) sign telling you that you "must observe state warning signs". That sign was regulatory, and because of it you had to obey the warning signs. It made the orange warning signs as enforceable as white and black signs.

So, to answer your question, the speed limit was 45, then 30, then 45 again when you passed that last white and black sign.

You must be in Texas. The legal limit remains 45 MPH. If you are stopped for going over 30 MPH in the warned zone you will be cited for failure to observe the warning sign, NOT for speeding! It's a piddling fine, around $25 or so, and has no points tied to it.

I've gotten about a dozen of those tickets over the years.

The speed limit is 45 until you enter into the work zone which is 30MPH. Once you leave the work zone, the limit goes back to 45.
Depending on what state you are in, this can be pretty hefty fine. In Kentucky it is double fine of an ordinary speeding ticket.

All of them in that order. The orange is a work sign and fines can be doubled in work zones. The resume normal speed.

the golden rule for all states where signs conflict: never drive faster than was is considered a safe speed in that instant (it is raining and the sign says 70mph,you should travel at the at the safe speed as not have an accident) Just because you can go faster, does not mean you should

It is 30mph once you enter a work area, and then back to the posted 45, once you leave the work area.
