Normally, the conditions of a supervised parole state "That the defendant is prohibited from possessing a firearm as defined in 18 U.S.C. 921." and " That the defendant is prohibited from possessing any illegal or dangerous weapons". So the wording is really ANY illegal OR dangerous weapons. The question is : Can a muzzle loader gun be considered a dangerous weapon??? Most laws would say "Yes".
Here is the definition of a "firearm" as defined in 18 U.S.C. 921:
"The term “firearm” means
(A) any weapon (including a starter gun) which will or is designed to or may readily be converted to expel a projectile by the action of an explosive;
(B) the frame or receiver of any such weapon;
(C) any firearm muffler or firearm silencer; or
(D) any destructive device. Such term does not include an antique firearm.

RE:
A muzzle loader is NOT considered a regular firearm; therefore, can a felon own and use one?
My last question doesn't seem clear enough. I KNOW a felon can NOT own or use a firearm, but a muzzle loader gun is not considered a firearm based on statutes. Does ANYONE know if a felon (off parole or probation) can own and use one?? Thanks.

It's NOT as closely regulated by the ATF as modern firearms, but it does NOT mean that it is NOT a gun.It is a gun, and felons still cannot be around, or possess them.

NO, you will see the law is different than you describe, if a felon is caught with one, off they go back to jail.
