Skin cancer can come from sunburns, absolutley. However, most skin cancers do not manifest themselves for years, or even decades. Although cases of skin cancer in someone as young as you are out there, they are very rare. We do over 80% of our sun damage before we turn 25, but it doesn't surface as cancer until well into our 40s and later.

Dark red spots are most likely angiomas, small collections of blood vessels near the surface. These could be from the trauma of the burn.

Don't worry about these, use sunscreen and just keep an eye if they get worse. They are most likely not cancer, but could be something else that needs attention for cosmetic reasons.

Cancer is a traitor disease. The signs and symptoms of each and every cancer can vary. Since only you could see these spots nobody can tell right now as of the moment if it is really skin cancer or something. Further tests are needed to be done to confirm cancer. But yes, indeed, a bump or a mole that suddenly appears from nowhere can probably be cancer. See your doctor right away if you have problems with those. Early detection of any cancer is the best method to arrest it and successfully treat it.

It could be Acne. I mean you can get Acne anywhere. Keep an eye on it. If they get bigger or start bleeding a lot then go see a doctor but first put acne cream on it. Hope everything is alright. :D
