As I understand it, there has been a great deal of violence and upheaval in the country. I suspect that a large part of the problem is the social upheaval and level of violence itself. The violence and upheaval make it very difficult to have an economy that is productive enough to support all of the citizens of the country.
The hard part is stopping the unrest and the violence in the country. Also, I suspect that individuals in power do not know how to build up the economy. Also, the people in power may see a stronger economy as a threat to their power and may not want a stronger economy for that reason, and may actually oppose efforts to improve the economy.

If the people in power will cooperate and not interfere with efforts to improve the economy, it is possible to strengthen the economy and solve the threat of starvation that the people are facing.
